How to use templates in workspaces

I'm having trouble using templates (the ones stored in the sys_template table) on workspaces - for example, the Compliance Workspace or the Risk Workspace.

I tried to follow the steps listed in Solved: Using Templates in Agent Workspace - ServiceNow Community but couldn't get it to work. Can anyone guide me with me same?
