A Declarative Action is a button or action you add to a modern ServiceNow workspace — without touching any UI Builder page directly. Think of it like this:
Old way → drag a button into UI Builder (messy, upgrade risk)
New way → create a Declarative Action record → it automatically shows up in the right place

Real Example: "Assign to Me" Button on Incident Workspace
This is the most common real-world use case. We will create a button that appears on the Incident record inside Service Operations Workspace. When clicked, it assigns the incident to the logged-in user.
