Access to sla definition created on sn_hr_er_case table

Hi All,
We have an issue with access to 'SLA definition(conteact_sla table)' created on 'sn_hr_er_case' table which is 'human resource:employee relationship' scope . The sla definitions are visible to me as an admin but for a non-admin who has 'sla manager' role also these are not visible and in list view all the rows are visible but fields are empty (so no security constraint error or complete empty list result like for query BR scenario)and when i click on 'i' icon and open the records then its opening a records with no fields .
I am not able to understand what is restricting user access here ,can you please help me.

did you check table.* READ ACL on sla definition table?
Did you try giving HR Admin role to that manager?
