Attached document into an e-mail in SNow ticket, it is not opening because size is of 0 MB

Attachments are not opening in the activity tab of hr agent workspace which comes with the email its shows 0mb while the email that is received to user is opening correctly.

But when i try to open the same email from the activity tab in the hr agent workspace it does not open

I guess its OOB, it is showing the attachment in the activity tab but it is not downloadable as it shows it is of 0mb

Which COE table is this for?  Each COE requires its own inbound actions to handle attachments properly and OOB only some of them are pre-built.
