Flow Designer - Triggering a flow to start when Request Status (u_state) changes

Hi All,
I have a flow using the Okta Spoke that creates a user in Okta after a Lifecycle Event Case is created. After the case is created the Customer of our case receives an email to activate their account in Okta. I have been informed that since most of these cases are being created and left in Draft, the Customer is getting confused.
I was going to change the flow trigger to:
HR Service = (Lifecycle event HR Service being created) AND
Request Status changes to Ready
However, when I drop down the options, I do not see the option 'changes to.' Is this even possible in Flow Designer? If so, I will have to pivot my solution.

Share the flow configuration screenshot
You should select Record update trigger so that you can use Changes operator

I have changed the Trigger from Created to Updated before my initial post but still do not see 'changes to'

seems it's not supported for that field type
Did you try checking business rule and check if you are able to see Changes Operator?
