Global Short Description translation does not appear to work

Using the Australia release I am trying to add HR task template description translations as per the following instructions https://www.servicenow.com/docs/r/employee-service-management/hr-service-delivery/translation-of-hr-...

The only part I could not follow was step 5.a, as I could not find "System Systems > General" and instead I just changed the language in the preferences, set the global description in the required language and saved the change.

It seems to have worked as in table sys_translated_text I can see that entries for the two languages, French and German, have been created.

However if I then create an HR Service and an HR Task against that HR Service, using the HR Task template with "Use global descriptions for translations" checked, if I changed the language in the preferences to either French or German, the short description is still shown in English.

Have I done something wrong, misunderstood what is supposed to be translated, or is this a bug in the Australia release?

It was my misunderstanding of how the short description is translated.

Once I added a field on the HR Task form to show the global short description from the associated HR Template record, I can see the translated values.

Not ideal as this means having to add "Template [HR Task] Global short description" to all list views as well.
