Is there an easy way to extract which HR Services & Topic options are available by country?
Also, once a case has been opened, is there no other way to change the Service & Topic apart from transferring the case?
Any help would be appreciated.

For the first question, I’m not aware of an out-of-the-box view that shows all available HR Services and Topics by country. In most HRSD implementations, what a user can see is typically driven by the HR Criteria/User Criteria attached to the HR Service (often based on attributes such as country, location, company, etc.). As a result, the easiest approach is usually to review/export the HR Services along with their associated criteria and map those back to the relevant countries.
For the second question, the standard HRSD approach is to Transfer/Reclassify the case to the correct HR Service once it has been opened. ServiceNow generally discourages making the HR Service, Topic Category, or Topic Detail fields directly editable, as changing them can have downstream impacts on workflows, templates, security, SLAs, and assignment logic.
If retaining the same case number is important, you may want to look at the Reclassify option, which is designed for moving a case to a different HR Service while keeping the existing case number.
