How can I configure what shows up on the Agent Workspace for HR Case Management Case Timeline?

I would like to get rid of that "create complaint" and add the SLAs

Navigate to the Resolution Shaper Configs page (<instance>sys_resolutionshaper_config_list.do) and look for your respective timeline config.
