Hr Agent Workspace List is not available to non-admin users

I have created a Approvals list category in the HR Agent Workspace and My approvals list so HR Agents can see their approvals in the list. It is working as expected for admin users. I have mapped the list to one of the OOB audiences (HR-Case Reader which has sn_hr_core_case_reader role) in the List applicabilities table to enable agents with the role to see the list. The list is not visible for non admin agents even though they have the case reader role. What could I be missing?

@JG9 It may be an ACL. It seems that you followed the necessary steps to make it visible. Can you check this URL by appending this to your instance URL just after https://YOUR_INSTANCE/
now/nav/ui/classic/params/target/sys_security_acl_list.do%3Fsysparm_nostack%3Dtrue%26sysparm_first_row%3D1%26sysparm_list_header_search%3Dtrue%26sysparm_query%3DnameSTARTSWITHsys_ux_list
There is one read ACL with admin overrides, but just starting here since I have seen something like this before.
