HR Agent Workspace View in UI Builder

Hello has anybody tried incorporating a custom modal in UI Builder? I have a UI action that uses GlideModal API but it seems it doesn't work in Workspace View and only works in form. I want to have an action button in UI builder that shows list of attachments related to an HR case and have a checkbox for each to mark them as private or not. I've tried using List component and Data Resources but seems UI Builder cannot access the Attachment table directly.
