HR - Create New Case Form

I am wanting to make a change to the "Create New Case" form under HR Case Management.  I would like to display a message on the screen when a user is searched for a message will be displayed.  I know how to add a field to this screen by going into the "Case Creation Configuration" but everything I have tried to have a message appear depending on the User that is searched is not working.   Please any suggestions - or is this not possible?

@Pam Hollis You need to customise the case creation page to show this message which is not recommended as the page would get skipped from upgrade during next release. Short answer to your question is not possible OOTB.

Thank you for your response Sandeep.  If the customer is wanting to customize where would I customize the Page.  Is it considered a Web Page where I have to customize using HTML or is there an actual Table (Form) that I can customize using a Client Script or something to display message?

@Pam Hollis  is the Issue fixed?  can you share the fix you have used
