HR - Create New Case Form

I am wanting to make a change to the "Create New Case" form under HR Case Management.  I would like to display a message on the screen when a user is searched for a message will be displayed.  I know how to add a field to this screen by going into the "Case Creation Configuration" but everything I have tried to have a message appear depending on the User that is searched is not working.   Please any suggestions - or is this not possible?

We stayed Out of Box and did not customize.
