HR Document Generation - How to identify if the HR document is signed

Basically we are implementing HR document generation for a specific service

Requirement is HR Tier 1 will preview and verify the document. and assign to HR tier 2. HR tier 2 will sign the document.

Now after the HR Tier 2 sign th document, we need to assign back to HR Tier 1.

Need help to implement this and understand the best way to implement this use case.
