you will have to modify the UI builder component associated to this
Ensure you are in correct scope i.e. same scope as that of scope of the Case Creation Page 2.0
1) open this URL and open settings
https://instanceName.service-now.com/now/builder/ui/edit/experience/8ad40be90fe120102208555db4767e7b/e9865ddb0f3320102208555db4767eeb/1fc0c81deb117110d916a8528f522857
2) create duplicate of this variant and then open that in editor and search for COE, in right side you see the Label, add your label
Once you do this, try finding how the OOTB page was getting called and change the linkage to the new one you created
