This is a new one for me.
My manager wanted to know the "Default" PA Dashboard used by our user base.
So I sent it do him as a URL link.
When he clicked it, it rendered like this:
Now most users, myself included, when I view it the widgets show as they should.
Even when i impersonate my manager, open the same link (different browsers and private mode as well).
All is right with the world. (screenshot 2).
Can anyone direct me to what the issue might be or why it's rendering differently.
We both are admin's on our instances.

I'd first check whether this is related to the browser or display settings rather than permissions, especially since the dashboard displays correctly when you impersonate your manager.
Have your manager try resetting the browser zoom to 100%, maximizing the window and opening the dashboard in a private browser session. Screen resolution and display scaling could also be worth checking.
What I find interesting is that some widgets appear to be missing completely. That makes me think it might not be just a responsive layout issue. I'd also check whether the missing widgets are available through the navigation arrows and whether there are any JavaScript errors in the browser console.
If the issue persists, I'd compare the exact dashboard URL and browser environment on both machines.
Hope this helps narrow it down. If it does, could you mark the reply as helpful or accept it as a solution?

This is interesting because the dashboard renders correctly when you impersonate your manager, but not when they open the same URL themselves. I'd first look at the browser environment and user-specific dashboard preferences rather than assuming it's a role or ACL issue.
I'd check the following:
Ask your manager to reset browser zoom to 100%.
Check screen resolution and display scaling.
Open the dashboard in a private browser session.
Check whether the missing widgets are accessible using the dashboard navigation arrows.
Compare the dashboard URL and user preferences between both users.
Check the browser console for JavaScript errors when the dashboard loads.
Since both users have admin access and impersonation works, I'd also check for user-specific preferences or session-related issues.
I'd avoid changing dashboard permissions until you've ruled these out.
