Need To give Access to only specific group for HR Cases when HR Service is "XYZ"

I have requirement when HR Service is 'XYZ' only specific group(ABC) will be able to access those HR cases even Admin should not able to access. Need help how this can be achieved.

You can define access to specific service with a CEO security policy:

If i Add group(ABC) to CEO security policy it will restrict that specific group. In my case i want to give access to only ABC Group. Is it possible to give access to groups which i added security policy instead restriction?

Not sure if I get it right but if you create a coe policy for Service A and add group ABC to the coe policy only the members within group ABC will have access to Service A.

I tried this in PDI, Whatever you mentioned is correct after creating a coe policy for Service A and added group ABC to the coe policy and only the members within group ABC will have access to Service A.

In my case i need to restrict even admins. Is it possible through COE Policy if not can you help me what will be the best approach.
