Need to make this "Collaborate" icon to be visible in HR agent workspace

How can I make this "Collaborate" icon visible in HR agent workspace, I am able to see this icon in SOW whenever I open any incident.
I need the same(The icon should be visible and function the same way) for HR cases in HR agent workspace.
