Notifications are not being triggered in DEV and in TEST for any service, it's not a user preferences issue. 

Is this happening to someone else or happened?

Is sending/receiving of emails turned on (auto inactivated after a clone!). Are the notifications active? Is email receiving on, on the user record?
What did you check exactly?

All active under *instance*/email_properties.do

verify the email properties and compare with PROD, if everything is same then verify the email accounts and test connections, also you can check the diagnostics and connections where you can find related links for reader JOBs where you can verify whether that giving an error/ready/running.

If notifications aren't triggering in your DEV and TEST environments, it's likely due to configurations that prevent emails from being sent in non production instances. In these environments, the Email sending enabled property is often unchecked to avoid sending unintended emails.....To resolve this, navigate to System Properties > Email and ensure that the Email sending enabled checkbox is checked. Additionally, verify that the SMTP server settings are correctly configured. It's also advisable to check the Email Diagnostics module to confirm that email sending is operational......

Remember, enabling email sending in non production environments should be done cautiously to prevent accidental emails to end users. Always ensure that the recipients are appropriately set up, and consider using test email addresses when necessary....
