Portal Carousel Banner Entry using Campaigns

We would like to display a banner in our ASC home page carousel widget that notifies an associate of an upcoming Holiday, starting 5 days before the Holiday and ending the day after the holiday.  We then want this banner to re-display every year.
I was thinking I could use the Content Experience Builder/Campaign functionality to do this, however, when I create the campaign bundle it looks like the start date is tied to either the HR Profile or the User.  Is there a way to tie the start to a specific date and not a profile?

 

Am I misunderstanding what a campaign should be used for and I just need to manually schedule the portal content each year?
