There is no response when the "Create segment group" button is pressed

Dear all,
I want to create [Bulk Case User Segment Group] data through the bulk case request method. According to my investigation, the setting of OOTB requires the sn_hr_core.admin role to create data. I have changed the [Bulk Case User Segment Group] and [sn_hr_core_bulk_case_user_segment] tables to create, read, write ACL. Now any user can create data, and data can be created in the back-end. However, when I create data through workspace and submit it, pressing the [Create segment group] button does not respond. But the user of the sn_hr_core.admin role can respond normally. May I ask if there are any other locations where the ACL needs to be modified?

Is this for Old HR workspace or newer one?
I will recommend using HR Admin role only to do this.
Not a good practice to allow other users do this.
May be for workspace you will have to check the UI builder component.

We cannot modify the HR Agent workspace, and the user does not want to use the HR Admin role either.
Regarding the "old" or "new" of a Workspace, how can I tell? Can you identify whether a Workspace is "old" or "new" based on my screenshots
