Translate description of document task with 'Use global descriptions for translations' does not work

I am trying to use 'Use global descriptions for translations' of document task template to translate short description/description of document task, it does not work.

I tried 'Use global descriptions for translations' of HR task template, it is working.

I want to know whether 'Use global descriptions for translations' only works for HR task and not work for Document task.

As you can see in 4.jpg, I wanted the short description to show Chinese, but it was not.

If the answer is Yes, could you please provide a solution to fix this problem.

I think I can do some customization, but I want to know whether OOB has feature to solve it.
