UI action to Import Records into Table (Bulk Upload)

Hi all
I need to create a create a UI action that let users download an Excel Template and  import Multiple Records into a Table (Bulk Upload) just like the  ServiceNow OOB  import feature. How can I achieve this? Any insights on this is appreciated.
