How can i make reference field to show an exhaustive list of users instead of all the users when given sys_user table as reference,

You can use Reference qualifier in "Type Specifications" tab in that variable.
Depend upon your use case you can use Simple/advanced/dynamic reference qualifier.

You need to either simple reference qualifier or advanced reference qualifier to display specific users.
You need to go to dictionary of the reference field>reference qualifier>select type of reference qualifier
