what does each role can and can not do

Hi community,

i am working on a new HRSD platform. Now I am faced with a requirement to redesign the role and group. 

Is there a place I can see what each role can see/do? 

Or what will be your practise when implement a new instance, how would you design the role, group and ACL if applies?
