What is the difference between HR Agent Workspace and Agent Workspace in ServiceNow?
Can someone please explain in detail?

The Agent Workspace (Legacy) is one of the 1st workspaces within the ServiceNow platform, and will begins to deprecate ahead of March 2024. ServiceNow's recommendation is that any new workspaces are created using a Configurable Workspace.
HR Service Delivery Agent Workspace (Classic) is being prepared for deprecation. It will be hidden and no longer available for activation but will continue to be supported. For enhanced agent workspace experience, use the Agent Workspace for HR Case Management (Configurable). For details, see the Deprecation Process [KB0867184] article in the Now Support knowledge base.
Furthermore, the general difference is, that agent workspace was set upfor ITIL processes, where HR agent workspace is setup for HR related cases.

Both are meant for different purpose : Agent workspace what you mentioned with screenshot refers to IT Agent workspace which deals with IT related elements like incident,problem.while HR Agent Workspace is used for HR Cases, other HR related aspects.
In simple terms one workspace is for IT agents while other is for HR Agents.
