Why Does My UI Action Still Require Record Selection?

I created a UI Action called "See Review", which is designed to display only the records in the list where Work Notes contain "Review".

I have checked only the "List Banner Button" option and disabled "List Action". Additionally, I removed the script that was set as a calculated value.

However, when I click the UI Action button, I still get an alert saying "No records selected". It only works if I select at least one record beforehand.

Could you help me figure out how to resolve this issue?

list banner requires records to be selected without which system won't know what needs to be done on click of that

That's OOB behavior.
