Active REQs with related RITMs inactive

Has anyone had an issue where REQs are still active in the sytem, while the related RTIMs are all closed complete and inactive?

I have been trying to figure out why that is happening, but so far I have only found a fix script to clean up the reqs, but not anyone has found a root cause.  Just trying to exhaust all resources before creating a HI Ticket.

Take a look at this post. Make sure that business rule is Active and hasn't been customized.

Thanks for pointing me to that post.  However, the business rule is active, and doesn't appear to be customized so I'm still searching for an answer.  I appreciate your reply.
