Change Tasks - How is the 'pending' state used?

I'm reviewing the possible states of Change Tasks and have found the following:

But when creating Change Tasks on ServiceNow, I'm unable to see how -5 Pending is set. New Change Tasks go into a state of 'Open'.

 

Can anyone explain how/when a Change Task will be set to -5 Pending?

Basically - It means that the Change Task is not ready to be worked. Open means it ready to be worked but not assigned.
