Fields proposed when using 'Create a template from the incident form'

Is it possible to managed the list of Fields that are proposed and set some defaults fields for the Incident Template?

It looks like the proposed field are all selected from the section 1 of the form (incident), I would like to add 2 fields from the second section (by default, I know I can add them after the proposed fields are displayed)
