Is there a way to create a report that aggregates incident record by the same date or same time?
For example, if User wants to aggregate incidents created between 1:00 PM and 3:00 PM, they need to count all incidents created during that time window, regardless of the date.

You can use trend option in report to display the incidents created between a time window.
Below is a sample report. You can change the visualization type as per your requirements and do group by to show the data in the desired format.
You can also create Platform Analytics Dashboard and share the details with users/roles/groups or schedule the reports to be sent to stakeholders
