@AkshatP22776230 please verify the following step:
Is parent application has role that may not assigned to the user? go to System Definition->Application menu compare the roles field with user.
Most possible solution - Is role added to modules? go to system definition -> Modules search for 'Assigned to your group' and verify and compare is ITIL role added in Roles field. if ITIL role is not added then it will be not visible.

- Navigate to System Definition > Modules, find your module, and ensure the Roles field allows ITIL access. If left blank, it is visible to everyone, but if restricted, ITIL must be added.
- ITIL users often cannot see records due to restrictive Read ACLs on the incident table. Ensure there is a read ACL that allows itil role access to incidents
- Impersonate the user and check if the module filter actually matches any incidents where the user is part of any Assignment group.
