I am trying to add a module in incident 'Assigned to your group', it is added and visible to Admin but when I impersonate ITIL user, it is not visible to the ITIL user, please give the solution

is it Workspace? if so, then check the corresponding record in sys_ux_list

And also, instead of directly asking for solution, maybe you can share or explain what you tried, it might help you to identify what's wrong

To make this List visible for the user, you have to check the Audience and List Applicability. If not found with the ITIL role create both Audience and List Applicability correctly.
Check all these:
1. UX List Menu Configurations - sys_ux_list_menu_config
2. UX Lists - sys_ux_list
3. Audience - sys_ux_applicability
4. List Applicability - sys_ux_applicability_m2m_list

I checked all the Applicability are applied to required ITIL role
