UI Action visibility

There is a custom UI action where it should be only visible to users with "itil" and "sn_incident_write" ,but it is not working as expected .
Can anyone help me on this ?

Requirement is to have any one role only .

In such case there is no issue with condition. Issue might be something else.

Check if user has admin access. Try with a different user in different browser. Try by adding different condition like gs.hasRole('admin')
