unable to select billable check box in catalog item

We are unable to select the "Billable" checkbox in the catalog item in ServiceNow. When we select it and save the record, it reverts back to the same page without saving the change. There are no UI Policies, Business Rules, or Client Scripts applied to this item.
Could anyone help us understand why this is happening or how to resolve this issue?

did you check what value exists in xml of that record?

OOB this isn't happening. The field can be checked and stays checked. So there is something custom on your instance that is setting it back to false. Can you do a code search on the field?
And if there really isn't any code (also check your flows) that is explaining this behavior, create a NowSupport case, since that means that OOB functionality is broken, without customization.
