unable to select billable check box in catalog item

We are unable to select the "Billable" checkbox in the catalog item in ServiceNow. When we select it and save the record, it reverts back to the same page without saving the change. There are no UI Policies, Business Rules, or Client Scripts applied to this item.

Could anyone help us understand why this is happening or how to resolve this issue?

it will effect all the default values right if I add that in default field
