Banner in Service Operation Workspace

I want to add a banner or info message on the incident in the Service Operation workspace with the condition that if the incident priority is ciritical then only it should be displayed. Can someone help on this?

As per this Servicenow Documentation  

You can add announcement as Banner for Service Operation Workspace.

Navigate to Special handling notes -> Create new special handling notes on incident table

It should be shown when INC is opened in SOW?

Create a Ui policy for the Service Operation Workspace (Uncheck Global).
