Is it possible to move position of Donuts on Service Operations Home page manually?

Hi there, I have requirement to allow end user to shuffle position of pie charts on the landing page of SOW.  How can we achieve this? I can change its position with "UX Client Script Includes"  but is there any way to allow end user to move position of below donuts without any scripting? 

If it's not possible then kindly let me know if there are any supporting documents.
