Hello @John Christian   -

I know it's really frustrating to activate plugin when it fails multiple time but have patience. 😇

Do cross check in your PDI under Admin menu -> Application Manager module and search for flow designer see it is showing up under installed section, if yes then its installed and enjoy config over Flow.

If not, then try to refresh your instance from developer portal and try once again activating it.

If still fail, then you can release existing instance if there is no major work done and get new instance and activate plugin.  This step will be last as there is no official support over PDI from ServiceNow.

If my response has helped you hit helpful button and if your concern is solved do mark my response as correct.

Thanks & Regards
