There have been multiple posts/Questions about PDI going offline.Unfortunatly there is no resolution for that as of now. Its a Known issue these days. Instance help is no longer monitored by servicenow anymore.None of the solutions are working now....

The Developer Program no longer monitors the community for Personal Developer Instance (PDI)-related issues. To get PDI support, open the Developer Site < https://developer.servicenow.com > and click the Give Feedback button. Regards, Kamini Kansal
