We recently had this same problem. Our engineer checked the midserver and noticed an unresolved problem after our upgrade (to Zurich) --- around encryption keys. He invalidated and revalidated the midserver and tested the powershell activity again and it detected the credentials properly and the activity succeeded. It must be something related to the encryption between the credentials used in the powershell activity.
MID Server encryption keys do not match and are no longer valid. To restore proper functionality, invalidate and re-validate the MID Server.
Fixed the issue.
