CI is not binding to alert?

I have created an application service randomly and trying to use ci binding type i.e. CI field matching and given CI type as Application and you can see below the application I have created and images of event rule definition. When I created an event and it's triggering the event rule but not binding the CI.  Why??

This is just a suggestion, this is how we are using and it is working for us. The identifier rule also for the table is just name in our side.

@VivekSattanatha I got you, but I want to try this how it works and when we will use CI field matching? if you know pls let me know that will help me out in understanding.

Did you try use the manual attribute as well?
