Data Certification For Non-Discoverable Attributes

We are trying to enforce Data Certification but are having difficulty finding a common factor to route the task to the correct groups when those groups are not populated in the CI record.  

Has anyone had to overcome obstacles getting teams to certify non-discoverable attributes?
