Installing the Discovery Admin Workspace in a Personal Developer Instance (PDI) fails because it has a dependency on the Microsoft Teams Graph Spoke (sn_msteams_spoke), which is not supported in PDI.
As per Discovery Admin Workspace feature- Discovery notifications using Microsoft Teams - Enables you to receive discovery notifications via MS Teams.
Microsoft Teams Graph Spoke is NOT available for PDIs as it is a stored PAID app.

I see the documentation, but I still think this is a bug. I've installed Discovery and it's Admin Workspace at tons of customer sites where no one used the Teams spoke, and they had no intention of paying for it. Do they now need to license a paid store app they don't need just to access Discovery Admin Workspace?

Have you seen any updates or reasons for the dependency? DAW is now on 1.14 and still has the Microsoft Teams Spoke dependency in PDI. In our company's instances, the application manager does not show that dependency. It seems to be related to only the PDIs.
