Entity Filter New is ReadOnly

Hello everyoe we are trying to create new entity filters for specific entity types but when clicking new the form itself is read only, but it wasnt like this for others. We havent removed the roles or anything and the ones already created are editable. We are thinking that there is a specific number of possible entity filters but for this entity type is the first one.

seems user doesn't have table.* WRITE ACL

Please use access analyzer and debug which ACL is blocking
