What role is required to deactivate pattern on "sn_discovery_patterns" table ? I noticed i lost access from UTAH upgrade. Can you provide official documentation information on updating patterns Active = True/False ?

You need below roles to deactivate a pattern.
Admin
Try with Discovery Admin

I can do it from form view as you provided, but i cant edit in list view. was this any new OOB rule to restrict list view edit ?

My given SS is not from LIST View ...... Open the Pattern and edit the active Flag.
if you can not then check for needed Permission.
