how to disable tooltips

Please could you tell me if there is a way to disable tooltips in servicenow ? They are driving me crazy!

It's appears when I move the mouse anywhere in that text box or title bar of that box.

Personalize Dictionary on that Hint field and see if there is any default value set.

What I see is you do not have admin rights. The solutions which we provided needs admin rights.
