are Integrationhub spokes only for outbound? do we have anything for inbound?

You can configure your own custom spoke also.

For Inbound Spokes, which means when the 3rd party to making a request into ServiceNow, You can use the Integration Hub Flow Designer to Trigger on REST API - Asynchronous.
