MID Server Status not going to up

At the end of Module 2, in the task ‘Validate the MID server’, the server status is stuck on ‘Down’.
I am not authorised to restart the server.
How can I change the server status from Down to Up?

If mid server status is down we can't able to see restart mid service action .
