Move (up/down) Flow Designer action

I don't see the move action (up-^, or down) indicated in following screenshot.  Anyone know how I can configure it.

 Instead on using up and down action You can use following highlighted action to move upward downward just by drag and drop.

 Please mark as a correct answer or helpful.

The sub-section is at the top 3.1.  You could move the section 3 up if you wish.
