DO you really need to get Discovery license in order for Service Mapping to work? What if I ingest all the environments through Rest API from an external tool and run Service Mapping on top of it.

Many, many people have tried to do this and it just doesn't work that way.
Service Mapping runs on top of Discovery and they work hand in hand.
There is no way to use Service Mapping without Discovery.
Even if you figured out a way to hijack things and work around Discovery (very large effort) - you would then have major upkeep costs associated with keeping your solution up to date as SN continues to grow and evolve these products.

Can we at least automatically generate a "Service Map" based on information in the CMDB rel table , without using "Service Mapping"

You can make a dependency map, but the amount of work to keep it updated will be extensive as it is going to be manual.
